Puzzle of the

Hey, here's a puzzle. Not a completely new idea since other puzzles I do made me think of it, but I did make this one up myself. It's a simple substitution cipher. It's a quote that some "famous" person said. The answer I'm looking for is the name of the person who said it. If you don't know the quote, the answer is also partially in the cipher key. So you should be able to figure out who it is.

Hey all, I don't think anyone looks at this blog yet but... sorry for not doing anything for ages.

Some people might find this interesting, but I'm currently working on a software project that will reconstruct network data traffic. i.e. When TCP traffic travels over the wire, it is collected into a stream and the actual TCP data is reconstituted into the original TCP data file, whatever that was. This is just the first stage of the project but I'll let people know what it's done. Right now the application recognizes all packet types and I'm in the process of implementing the underlying data specific functions.
